If you have this same problem, edit your wp-recent-links-rss2.php file and look for the following code (towards the end of the file):

echo '< ![CDATA['.$new_link.' - '.$raw_caption.']]>'."\n";

The use of $raw_caption here is the problem. Replace this line with:

echo '< ![CDATA['.$new_link.' - '.$desc_rss.']]>'."\n";
